Notice of Public Hearing on Proposed Amendment Of Airports Regulations
PLEASE TAKE NOTICE that, pursuant to Va. Code 5.1-157 and D.C. Code 9-906, the Metropolitan Washington Airports Authority intends to consider amending, with the full force and effect of law, the Metropolitan Washington Airports Regulations to add a new Section 10.1, to set tolls for the use of the Dulles Toll Road and to make it unlawful to use the Dulles Toll Road without paying the required toll. This proposed regulation, if adopted by the Airports Authority, will be effective upon the transfer of the Dulles Toll Road from the Virginia Department of Transportation to the Airports Authority.This transfer is anticipated to occur in September, 2007. The tolls set out in the proposed regulation are the same as are now in effect, as established by VDOT. The full text of the proposed regulation is as follows:
§10.1. Tolls for Use of the Dulles Toll Road
Except for those permitted free use of toll facilities under Virginia Code §33.1 – 252, it shall be unlawful for any person operating a vehicle to use the Dulles Toll Road (also known as the Omer L. Hirst-Adelard L. Brault Expressway) or any portion thereof without payment of the applicable tolls as set forth in the following schedule:
Vehicle Class Tolls Main Line Plaza_____________Ramps 2-Axle $0.75 $0.50 3-Axle $1.00 $0.75 4-Axle $1.25 $1.00 5-Axle $1.50 $1.25 6 or more axles $1.75 $1.50
The Airports Authority will hold public hearings on this proposed regulation on Wednesday, July 25, 2007, at 7:00 p.m. at the Embassy Suites Dulles-North Hotel, 44610 Waxpool Road, Ashburn, Virginia, and on Thursday, July 26, 2007, at 7:00 p.m. at the Sheraton Premier Hotel at Tysons Corner, 8861 Leesburg Pike, Vienna, Virginia, at which any person may appear and be heard for or against the adoption of the proposed regulation. Speakers must limit their remarks to five minutes.

Written comments must be received no later than July 27, 2007, to be assured of consideration by the Airports Authority.Final action to adopt Authority regulations must be taken by the Authority’s Board of Directors. It is anticipated that the Board will consider the proposed regulation, or a revised version of it, at its August 8, 2007, meeting.
