| The Contractor shall furnish all necessary labor, materials, tools, equipment and supervision to provide human capital consultant services to support critical human resources management areas including, development and implementation of a comprehensive, integrated human resources management systems. | ||||||||||

| This RFP has a 25% Local Disadvantaged Business Enterprise (LDBE) participation requirement and a 15% Voluntary MBE/WBE goal.
