| The Contractor shall provide all necessary labor, materials, tools, equipment and supervision to provide professional consultant services for conducting a recurring passenger survey program, and for research projects designed for the development of airport services relating to passengers, domestic and international air service and cargo, consumer advocacy, concessions, business services, Dulles Metro Rail Project and Dulles Toll Road Project. | ||||||||||
