Procurement and Contracts Department

The Metropolitan Washington Airports Authority's Procurement and Contracts Department provides procurement support to the entire Airports Authority to include Ronald Reagan Washington National and Washington Dulles International Airports, the Dulles Toll Road and the Dulles Corridor Metrorail Project (Metrorail Silver Line). It is responsible for all construction contracts at both Airports, as well the acquisition of goods and services such as architect/engineering services, professional services, specialty consultants, maintenance services, equipment, vehicles, and furniture.

Levels of Competition

Full and Open Competition

The Authority is committed to a competitive procurement process and ensures that its contracting actions adhere to published Authority policies, sound contracting methods, and the highest standards of integrity and ethical conduct. As a part of this commitment, the Authority uses full and open competition whenever practicable on procurements greater than $25,000 and publicizes current needs through the Contracting Opportunities Website.

Full and Open Competition Using Contracts Procured by Other Governmental Units

The Metropolitan Washington Airports Authority is authorized to utilize contracts which were previously awarded by a governmental entity using competitive procedures. Such governmental entities include the Metropolitan Washington Council of Governments (COG), the General Services Administration and other federal, state, county or local government agencies.  Additional information is available in Section 1.3 of the Airports Authority’s Contracting Manual.

Other than Full and Open Competition

While we strive for full and open competition wherever possible, per Section 1.4 of the the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.  Whenever a sole source procurement is anticipated, a notice will be posted to the Contracting Opportunities Website a minimum of 15 calendar days prior to the anticipated contract award date.  Click here to view currently anticipated sole source awards.
