The Metropolitan Washington Airports Authority is committed to transparency in all of its contracting programs. While we strive for full and open competition in the procurement of goods, services and construction wherever possible, per the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.
The following is a list of sole source contracts with an estimated value of over $50,000 which the Airports Authority anticipates awarding in the near future. In cases where the anticipated value does not exceed $200,000, notices will be posted a minimum of 15 calendar days prior to the anticipated contract award date. When the award value is anticipated to exceed $200,000, the notice will be posted for a minimum of 15 calendar days, after which it will be submitted to the Airports Authority’s Board of Directors for approval of the award.

3-18-B0180: Automatic Door Operator Parts, Dulles Airport
Description: Washington Dulles International Airport standardized all entry, and exit, doors with Besam automatic door operators and supporting parts. Only Besam products can be used due to physical and operational difference/limitations of other brands. Based on the standardization of the Besam product throughout the terminal, Washington Dulles International Airport must use Besam parts for repair and replacement of existing installations. Besam Automatic Doors became part of ASSA ABLOY Group in 2002. ASSA ABLOY Entrance Systems of Annapolis, MD is the exclusive, and only, authorized provider of sales and service for the Besam line of automatic door equipment in Maryland, District of Columbia, and Northern Virginia.

1-18-C076: Fire Alarm System Component Upgrade, National Airport
Description: The Airports Authority’s Fire Alarm System at Ronald Reagan National Airport (DCA) is a proprietary system awarded and installed by Siemens. The system was procured through full and open competition for Campus Buildings (1991) and Terminal B/C (1997) when it was constructed. The existing MXL Fire Control Panels in the four (4) campus buildings are no longer supported by the manufacturer and the communication cards are obsolete. The current operating system run by the Network Command Center (NCC) is no longer supported. An upgrade will allow the NCC to operate the Fire Alarm System at DCA with the fire alarm operating system. Upgrading these components of the existing Fire Alarm System is necessary to ensure the seamless operation of this vital life safety system.

Description: The Airport Authority has been member of the Virginia Energy Purchasing Governmental Association (VEPGA), a joint powers association consisting of over 170 members from local governmental entities, having expertise in energy matters, negotiates electricity rates with Dominion Energy Virginia (DEV), resulting in considerable savings to members. The Airports Authority desires to purchase electricity from DEV) through the VEPGA agreement for Ronald Reagan Washington National and Dulles International Airports and the Dulles Toll Road.

1-18-B041: Cable TV (CATV) Services, National Airport
Description: Reliable access to television improves both safety and security at the Authority by providing access to news and information (for example, most Authority Vice Presidents have a television in their office, as well as continual feed at the Public Safety Communication Center and other emergency response locations) and support morale, providing entertainment options in break and lunchrooms. Comcast is one of three CATV providers franchised by the Arlington County Government and thus, geographically, to Ronald Reagan Washington National Airport. The other two providers, Verizon FIOS and RCN (formerly Starpower), do not provide business cable television services and programming to both DCA locations. Thus, effectively, there is no other reasonably available source for the required utility services other than Comcast.

Description: The Airport Authority’s Police, Fire and Rescue, and EMS departments rely on Firehouse software to facilitate day-to-day operations and planning. This tool is an integral component of their administrative and field operations. Firehouse Solutions is the sole provider of its products and does not resell this software or support services through any other source or vendor. Renewing the support and maintenance for this product provides continuity of service, as the software is technically compatible to the Airports Authority’s IT environment.

3-17-B0753: Total Organic Carbon Analyzer, Installation and Service Agreement, Dulles Airport
Description: Washington Dulles International Airport uses proprietary equipment and software to meet the requirements of Stormwater Permit VA 0089541 issued on July 27, 2009 by the Fairfax County Water Authority(FCWA). Washington Dulles International Airport is required to install on-line technology that will allow for continuous readings of total organic carbon at a frequency of at least once per hour. FCWA uses the HACH BioTector for their analysis. Based on that finding, Washington Dulles International Airport must use equipment that is compatible with HACH companies product and will stay with the same manufacturer and type of product to ensure complete and accurate data transmission.
