Build Alternative 3 has been identified as FAA’s Preferred Alternative. This alternative includes the construction of a new north-south runway approximately 9,473 feet in length, separated by 4,300 feet from existing Runway 1L/19R and a new east-west runway 10,500 feet in length, separated by 4,300 feet from existing Runway 12/30, construction of the Tier 3 Concourse and related improvements. The map below provides a detailed view of FAA’s Preferred Alternative. Of the two Build Alternatives that met the purpose and need for the project, FAA believes Build Alternative 3 could be considered to be the least environmentally damaging reasonable alternative pending concurrence by the U.S. Army Corps of Engineers.
The ROD completes a thorough and careful environmental and decision making process, including FAA's public disclosure and review by the FAA decision maker of the analyses and impacts described in the August 11, 2005 FEIS. The ROD documents FAA compliance with several procedural and substantive requirements of aeronautical, environmental, programmatic, and related statutes and regulations that apply to FAA's decision and actions on proposed runway development and airport expansion projects. FAA arrived at these determinations and approvals by reviewing the environmental analysis in the FEIS and all other relevant documents that comprise the Administrative Record. Final Environmental Impact Statement (FEIS) Details – Published August 11, 2005
The Federal Aviation Administration (FAA) has published the Final Environmental Impact Statement (FEIS) for two new air carrier runways, terminal facilities and other related improvements at Washington Dulles International Airport (IAD). The document is available for review online or at several regional locations listed below.
The Metropolitan Washington Airports Authority (MWAA) proposes to construct additional north-south and east-west runways, parallel and connector taxiways, and a Tier 3 concourse; extend the Automated People Mover System; enhance navigational aids and develop other associated projects.
FAA evaluated two Build Alternatives and a No-Build Alternative in the FEIS. The FEIS documents the need for additional airport infrastructure to satisfy the forecast aviation demand, analyzes multiple alternatives, including a No-Build Alternative, and identifies FAA’s Preferred Alternative (Build Alternative 3) for the proposed project at Dulles. The FEIS includes a Mitigation Program for the Preferred Alternative that describes ways that MWAA will minimize and/or mitigate for the environmental impacts associated with the Preferred Alternative. The FEIS also contains the Final Air Quality General Conformity Determination, the Preliminary Final Section 106 Report, a Coastal Zone Consistency Determination, and a finding of an unavoidable, non-significant encroachment (with mitigation) on the base 100-year floodplain.
