The Metropolitan Washington Airports Authority is committed to transparency in all of its contracting programs. While we strive for full and open competition in the procurement of goods, services and construction wherever possible, per the Airports Authority’s Contracting Manual, the Airports Authority is authorized, with proper approval, notification and justification to award sole source contracts.
The following is a list of sole source contracts with an estimated value of over $50,000 which the Airports Authority anticipates awarding in the near future. In cases where the anticipated value does not exceed $200,000, notices will be posted a minimum of 15 calendar days prior to the anticipated contract award date. When the award value is anticipated to exceed $200,000, the notice will be posted for a minimum of 15 calendar days, after which it will be submitted to the Airports Authority’s Board of Directors for approval of the award.

All submissions shall be reviewed to determine if competition exists.
REQ-19-10490: Preventative Maintenance of MWAA Police Department Segways
Description: The Airports Authority requires preventative maintenance services for Segways at the Ronald Reagan Washington National Airport and Washington Dulles International Airport Police Stations. Capital Segway is the only Segway-authorized service center in the greater Washington DC metropolitan area.

REQ-18-31612: Automatic Door Operator Parts, Dulles Airport
Description: Washington Dulles International Airport standardized all entry, and exit, doors with Besam automatic door operators and supporting parts. Only Besam products can be used due to physical and operational difference/limitations of other brands. Based on the standardization of the Besam product throughout the terminal, Washington Dulles International Airport must use Besam parts for repair and replacement of existing installations. Besam Automatic Doors became part of ASSA ABLOY Group in 2002. ASSA ABLOY Entrance Systems of Annapolis, MD is the exclusive, and only, authorized provider of sales and service for the Besam line of automatic door equipment in Maryland, District of Columbia, and Northern Virginia.

REQ-18-32576: Hydraulic Pumps and Motors for Mobile Lounge Vehicles, Dulles Airport
Description: Washington Dulles International Airport uses Sauer-Danfoss Hydrostatic Pumps and Motors in the Mobile Lounge fleet vehicles. These products were installed during the Phase III Transmission Rehabilitation project and found to be a reliable dependable product in meeting the needs of the Airports Authority Mobile Lounges. This product is currently available through Sunsource, located in Linthicum Maryland who is Sauer Danfoss’ local authorized distributor and service center.

REQ-18-32353: Account Administration for Flexible Spending Accounts
Description: The Airports Authority provides a flexible spending account plan for eligible employees to help offset qualified medical and dependent care expenses, as well as support for COBRA and transit benefits. The Airports Authority requires a contractor to have the ability to promote the tax advantages of the FSA program, provide for seamless claims processing, and assist in the compliance functions associated with FSAs. The Airports Authority desires to extend its existing contract one year through December 31, 2019 while it competitively resolicits the requirement for a new contract in 2020.

Description: The Airports Authority requires maintenance, repair and supplemental development of the proprietary Gatekeeper software that registers, tracks and monitors commercial vehicle movement at Ronald Reagan Washington National and Washington Dulles International Airports to include telephone software support and weekly remote monitoring of the system database.
